21st September 2023: Canada: Health Canada published the Canadian Tobacco and Nicotine Survey (CTNS) 2022, which measures the prevalence of cigarette smoking, vaping, cannabis, and alcohol use among Canadians aged 15 and older. The findings are based on nine weeks of data collection from 30th November 2022 to 31st January 2023. The CTNS found that, in 2022, 39.5% (12.7m) of Canadians reported ever smoking cannabis while 10.4% (3.3m) reported smoking cannabis in the past 30 days. 2.3% (3.9m) of respondents reported ever vaping cannabis, and 5.0% (1.6m) reported vaping cannabis in the past 30 days. Consuming edible cannabis in the past 30 days was reported by 6.6% (2.1m).
20th September 2023: Italy: The decree that places “the compositions for oral administration of cannabidiol obtained from Cannabis extracts” in the table of medicines in the Narcotics Act enters into force today (20th September). An industry association and a law firm have already decided to appeal against the Ministry of Health decree before the Regional Administrative Tribunal (TAR).
20th September 2023: Netherlands: Earlier this month, the government published the updated timeline of the cannabis experiment, media reports. The new timeline includes the start date of the experiment. As alerted previously, the outgoing cabinet announced that the startup phase of the cannabis experiment will kick off on 15th December in the municipalities of Breda and Tilburg. In this phase, participating coffee shops may offer both legally grown and tolerated products.
19th September 2023: Slovenia: The Ministry of Health has proposed an amendment to the regulation on the classification of illicit drugs to include hexahydrocannabinol (HHC), its acetate (HHC-O), hexahydrocannabiphorol (HHCP) and tetrahydrocannabiphorol (THCP) in the narcotics list. The bill is currently being discussed at ministerial level and, if adopted, would enter into force 15 days after its publication in the official gazette.
19th September 2023: Czech Republic: The national anti-drug coordinator Jindřich Vobořil said at the Economics of Prevention conference that the main approach in addiction policy should be the principle of harm reduction, including proportional regulation of addictive substances according to their harmfulness, media reports. Vobořil specified that prevention and regulation are among the pillars of the Policy Action Plan in the field of addictions for the years 2023 to 2025, instead of bans and zero tolerance.
18th September 2023: Guyana: In a recent interview with the press, minister of agriculture Zulfikar Mustapha said that Guyana will begin trial cultivation of hemp in early 2024, which will mark the first growing season since hemp was legalised with its regulation in August 2022.

15th September 2023: US - Federal: Senators involved in the legislative process believe there are enough votes in the Senate to pass the Secure and Fair Enforcement (SAFE) Banking Act, press reports. “We’ve got enough votes to get it passed,” said Republican Senator from Montana Steve Daines, adding that he is “cautiously optimistic” that they “may have something before the end of the month”. Previous versions of the SAFE Banking Act have been passed twice by large margins, but it has never been passed by the Senate. The current versions have been introduced in both the House and the Senate, but have not been passed by either chamber this session. The Senate Banking, Housing, and Urban Affairs Committee is expected to hold a markup session during the week of 25th September which could be a key step in advancing the bill to the Senate floor. Passage of the SAFE Banking Act, coupled with the potential rescheduling of cannabis, could mean significant progress towards normalising financial services for the cannabis industry.
15th September 2023: Iceland: The Consumer Agency has fined two companies, Adotta CBD Reykjavik and Healing Iceland, ISK100,000 (€688) each for promoting their CBD-containing cosmetic products on their respective websites as having medicinal effects. The companies have also been reminded that advertising medicinal properties of cosmetic products that have not been registered as medicines in the country is not permitted. The agency believes that the promotional statements could cause consumers to make a decision they would not have made otherwise, and that the claims are therefore likely to significantly distort consumers’ financial behaviour.
15th September 2023: Israel: The Medical Cannabis Unit has published for public consultation a draft table on the categories of medical cannabis products it has approved. The table lists the products, their categories, and their THC, CBD and cannabinol (CBN) concentrations. The consultation ends on 24th September. Israel’s new reform on the use of medical cannabis laid down new rules, with products classified by categories, and published on the Medical Cannabis Unit website, to ensure precise concentration indications to combat high THC consumption and non-medical marketing in Israeli pharmacies.
15th September 2023: Ukraine: Mykhailo Radutskyi, head of the parliamentary committee on National Health, Medical Care and Medical Insurance, has specified that members of the parliament (MPs) submitted more than 800 amendments to Bill 7457 on the legalisation of medical cannabis before the second reading that should occur in September, media reports. If adopted in the second reading and signed by the president, the bill would create conditions for expanding patient access to the treatment of oncological diseases and post-traumatic stress disorders resulting from the war.
