EU-certified hemp varieties cultivated for fibre production and seed propagation are legal in the Netherlands, while extraction of CBD and other cannabinoids is prohibited.

The broad legal framework for hemp and hemp-derived extracts seems quite out of date in the Netherlands. We expect to see some legislative changes following the Court of Justice of the European Union (CJEU)’s ruling in the Kanavape case that CBD must not be treated as a narcotic.
