A draft proposal clarifying CBD regulations in France could lead to further enforcement on the sales of CBD products – heavily impacting the current make-up of the French market in the process.

The draft arrêté, not publicly available but seen by CBD-Intel, would clarify current unclear regulations for CBD including unequivocally banning hemp flowers as a product. This would severely impact the French market where flowers are an important product both for brick-and-mortar retailers as well as online.

One bricks-and-mortar chain estimates that more than 60% of its current sales come from flowers and believes a similar figure would be accurate for most of the 500+ CBD specialist shops in the country.

    CBD advocates plan to fight against the arrêté but say there is little they can initially do as it does not require a full vote by the National Assembly to be ratified. Instead, they will have to look at legal action in the correct administrative jurisdictions.
