Guyana: The National Assembly yesterday passed the Narcotic Drugs and Psychotropic Substances (Control) (Amendment) Bill 2021, decriminalising possession of up to 30 g of cannabis, press reports. Anyone found with up to 15 g of cannabis will face mandatory counselling, while those found with between 15 g and 30g will be required to do community service.

Guyana: The National Assembly has passed Industrial Hemp Bill 2022, which legalises hemp and hemp products, media reports. The bill allows for the cultivation and manufacturing of hemp and hemp products only by those licensed by the newly-created Industrial Hemp Regulatory Authority (IHRA) and will allow the minister of agriculture to promulgate regulations on their production and sale. Hemp is defined as “any plant of the genus cannabis and any part of that plant, including the seeds thereof and all derivatives, extracts, cannabinoids, isomers, acids, salts, and salts of isomers, whether growing or not, with a delta-9 tetrahydrocannabinol concentration of not more than 0.3 percent on a dry weight basis”.
