US - Missouri: House Bill 644, which would erase obsolete provisions allowing hemp extract for the treatment of epilepsy, has passed the House and now moves to the Senate. The law has become obsolete in light of changes to the state’s hemp and cannabis laws.

US - Missouri: The Missouri Department of Health and Human Services (DHHS) has issued proposed rules on recreational cannabis that will take effect on 3rd February. The DHHS will then begin approving or denying requests by medical cannabis dispensaries to also dispense recreational cannabis, and accepting applications from adults (21+) to cultivate cannabis at home.

US - Missouri: Voters passed a ballot initiative to legalise recreational cannabis, amending the state constitution, press reports. The initiative also makes several amendments to the state’s medical cannabis laws. Adults (21+) will be allowed to possess up to 3 oz of dried cannabis and up to six flowering plants, six non-flowering plants, and six clones. Purchase limits must be set later by regulation. A sales tax of 6% will be imposed on recreational cannabis sales.

US - Missouri: The Missouri Supreme Court declined to hear a lawsuit challenging a ballot initiative to legalise recreational cannabis, thereby clearing the final legal hurdles for the initiative to appear on the November ballot, press reports. Although the secretary of state had already validated the ballot initiative, a lawsuit challenged the validation process but was dismissed by lower courts.

US - Missouri: The Missouri Court of Appeals for the Western District has ruled that the signatures for a ballot initiative to legalise recreational cannabis were properly certified and that the initiative did not violate the state’s single-subject rule for ballot initiatives. The court therefore concluded that the initiative can appear on the ballot on 8th November.

US - Missouri: Governor Mike Parsons has announced that he will not include discussions of a bill to legalise recreational cannabis in his upcoming special legislative session, press reports. He had received calls to include cannabis talks in the session in an effort to pass a bill that could thwart the ballot initiative to legalise recreational cannabis, which will be on the November ballot.

US - Missouri: Secretary of state Jay Ashcroft has certified that a ballot initiative to legalise recreational cannabis in the state has gained enough signatures to appear on the November ballot. The initiative would legalise the possession, delivery, and sale of recreational cannabis to over-21s, impose a 6% sales tax on recreational sales, and allow for release of those convicted of certain non-violent cannabis offences and the expungement of their records.

US - Missouri: An unofficial count by the secretary of state’s office indicates that organisers of a ballot initiative to legalise recreational cannabis are short of the necessary number of signatures in two of six congressional districts to reach the ballot, press reports. The unofficial count is subject to amendment until the final deadline of 9th August.

US - Missouri: Organisers of a ballot initiative to legalise recreational cannabis are confident that they have gathered enough signatures to get the initiative on the November ballot, press reports. Legal Missouri 2022 claims to have over 325,000 signatures, well beyond the 171,592 verified signatures required to reach the ballot. If passed, the initiative would allow adults (21+) to purchase cannabis from licensed retailers, possess up to 3 oz of cannabis, and grow up to six plants for personal use. It would also tax cannabis sales at 6%.
