Free movement of hemp and hemp products across US state lines was brought in by the 2018 Farm Bill. However application proved to initially be more difficult in practice than it appeared to be in theory. Before actions such as court decisions and executive orders from governors ironed out some of the problems, several shipments of both hemp biomass and CBD end products were seized across the US as a result of the confusion about the legality of hemp – particularly in states where federal law conflicted with state law.
