Cultivation of hemp, or non-psychoactive cannabis, of no more than 1% THC, is legal in Uruguay and is subject to a licence from the Ministry of Public Health. The whole plant, including the flowers, can be processed for the extraction of CBD; however, a licence is in the realm of the Institute of Regulation and Control of Cannabis. This report provides a thorough analysis of the current regulatory regime for CBD and cannabis in Uruguay. It covers extracts, finished products, import/export laws and regulations surrounding both medical and recreational cannabis.
