- Ukraine: The government has adopted a resolution introducing an electronic information system that will ensure transparent regulation of the circulation of medical cannabis, the Ministry of Health reports. Among other data, the system will record the production of medical cannabis seeds, sowing, cloning, planting plants, sending samples for laboratory testing, collecting plants, transporting, purchasing, manufacturing medications, dispensing at a pharmacy, etc. The resolution will enter into force on 16th August. The system is expected to be operational in October.

- Thailand: Deputy prime minister Anutin Charnvirakul announced that prime minister Srettha Thavisin has agreed to not re-list cannabis as a narcotic in yet another reversal in the country’s cannabis policy, press reports. Anutin, who spearheaded the legalisation of cannabis in 2022, said that the regulation of cannabis would now be handled legislatively through the parliament instead of as an executive regulation to re-list it as a narcotic. Proposed regulations to limit cannabis strictly to medical and scientific purposes have been on track for approval but have not yet been approved by the Narcotics Control Board. Political parties are now likely to submit draft bills on how to regulate the industry.

- Germany: The German Federal Joint Committee (G-BA) has approved exceptions to a requirement that doctors prescribing medical cannabis have insurance approval for initial prescriptions under the statutory health insurance system. Going forward, insurance coverage will not be required for doctors with 16 specialty titles and five additional titles, including palliative medicine and special pain therapy.

- US - Delaware: House Bill (HB) 408 has been signed into law by governor John Carney. HB 408 allows temporary “conversion licences” to permit medical cannabis dispensaries to distribute recreational cannabis if certain conditions are met. It also allows the Delaware Office of the Marijuana Commissioner (OMC) to open applications for conversion licences by 1st August of this year. Delaware legalised recreational cannabis last year, but sales have not yet begun.

- US - Pennsylvania: Governor Josh Shapiro has signed into law Senate Bill (SB) 654, which encompasses the state budget for the next fiscal year. Included in the approved budget is tax relief for licensed medical cannabis cultivators and processors. Those licensees will be allowed to deduct from their state tax bill the amount they would have been able to deduct from their federal taxes if it were not for the 280E restriction under federal law that prohibits deductions for companies who deal in Schedule I substances.

- US - New Hampshire: Governor Chris Sununu has signed into law House Bill (HB) 1349, which adds generalised anxiety disorder to the list of conditions for which medical cannabis can be prescribed. Sununu also vetoed HB 1581, which would have allowed Alternative Treatment Centers (ATCs) to add an additional cannabis cultivation site.

- Thailand: A health committee has approved a proposal to re-list cannabis and hemp in the narcotics list and will submit the proposal to the Narcotics Control Board (NCB) soon, press reports. The proposal would make cannabis buds illegal again, as well as any extract with more than 0.2% THC, while still allowing for stems, roots and leaves of the plant. Medical cannabis would also remain legal. The proposal calls for all necessary legal amendments to occur before 1st January 2025. Interior minister and former health minister Anutin Charnvirakul, who spearheaded cannabis legalisation in Thailand, says he will advocate against the re-listing of cannabis on the country’s narcotics list when it goes before the NCB for a vote, press reports. However, Anutin holds only 1 of 36 votes on the NCB.

- New Zealand: The dried cannabis flower products Rua Puāwai THC26 and Rua Puāwai THC18 White Widow for use with a vaporiser have been verified by the Medicinal Cannabis Agency as meeting the minimum quality standard required to be supplied in New Zealand.

- New Zealand: Last week, the Cabinet approved the Misuse of Drugs (Medical Cannabis) Amendment Regulations 2024. Among the changes, exports of cannabis-based ingredients (including CBD products as ingredients or finished products) and medical cannabis products destined for overseas markets, manufactured under Good Manufacturing Practice and accepted by the importing country will not need to be tested against the minimum quality standards. The amendments came into force on 5th July 2024.

- US - Nebraska: Organisers of ballot initiatives to legalise medical cannabis in Nebraska announced they have turned in 114,000 signatures each for two ballot measures, with 87,000 validated signatures necessary to reach the November ballot. One ballot measure – the Nebraska Medical Cannabis Patient Protection Act – would shield medical cannabis patients from penalties for possessing and using cannabis when they have a written recommendation from a healthcare practitioner, as well as shield prescribing doctors. The second – the Medical Cannabis Regulation Act – would establish the Nebraska Medical Cannabis Commission and require it to promulgate regulations for the production and distribution of medical cannabis. The Nebraska secretary of state must now validate the signatures to determine the initiatives have enough valid signatures to reach the ballot.

- US - Delaware: House Bill (HB) 355 has been passed by the legislature and now heads to the governor for approval. HB 355 would ease access to financial services by licensed cannabis businesses by stating that banks, credit unions, armoured car services, and accounting service providers are not subject to prosecution under state law for working with licensed cannabis businesses.
