16th August 2023: Albania: President Bajram Begaj let a bill to legalise medical and industrial cannabis lapse into law, press reports. The bill, which was approved by Parliament in July, establishes that industrial cannabis will be limited to strains with up to 0.8% THC, by-products can be obtained from the entire plant (including stems, flowers and seeds), and cultivation will require a minimum of 1 ha. Medical cannabis will be for export only, it will not have a THC cap, and its cultivation will be limited to an area of 5 to 10 ha.
24th July 2023: Albania: Parliament has approved, with 69 votes in favour and 23 against, a bill to legalise medical and industrial cannabis. Industrial cannabis will be limited to strains with up to 0.8% THC, by-products can be obtained from the entire plant (including stems, flowers and seeds), and cultivation will be limited to no less than 1 ha. Medical cannabis will be to export only, it will not have a THC cap, and its cultivation will be limited to an area of 5 to 10 ha. The law enters into force 15 days after its publication in the Official Gazette.
19th June 2023: Albania: The Council of Ministers has approved a bill to legalise medical and industrial cannabis. Industrial cannabis will be limited to strains with up to 0.8% THC, by-products can be obtained from the entire plant (including stems, flowers and seeds) and cultivation will be limited to no less than 1 ha. Medical cannabis will not have a THC cap and its cultivation will be limited to an area of 5 to 10 ha. The bill will now be sent to Parliament.
7th October 2022: Albania: The Ministry of Interior has released for public consultation a draft for legalisation of medical and industrial cannabis. The draft establishes a National Agency for Control and Monitoring of Cultivation of Cannabis, and sets 15-year licences and a THC cap for industrial hemp at 0.2%. The consultation will be open until 4th November 2022.
11th July 2022: Albania: Prime minister Edi Rama has announced that the government is planning to legalise the growing and production cannabis for medical use, media reports. The government says it wants to dedicate 150 hectares to cannabis cultivation and will allow companies to apply for licences in 2023.
13th April 2022: Albania: Prime minister Edi Rama has announced that the government will legalise and regulate medical cannabis following a national consultation in which 61% of citizens were in favour.
