Czech Republic: Health minister Vlastimil Válek does not share the confidence shown by national anti-drug coordinator Jindřich Vobořil that the bill to legalise recreational cannabis will be ready to come into effect by early 2024, media reports. Válek appears vague about the bill’s content. And while Válk did not rule out supporting a legalisation proposal, he said he would like to see the German draft law first and that there is no clear consensus yet in the Czech five-party government coalition.

Czech Republic: National anti-drug co-ordinator Jindřich Vobořil told the Cannabis Summit in Prague at the weekend that the government intends to move forward with its plans to create a commercial market for recreational cannabis, despite Germany’s scaled-back plans.

Malta: Following feedback obtained in its stakeholder consultation, the Authority for the Responsible Use of Cannabis has updated some of the regulatory framework for nonprofit associations distributing cannabis for recreational purposes, as provided in the legislative reforms enacted in December 2021. The new rules fine-tune the licence application format, the transportation of cannabis between cultivation and distribution sites, the disposal of waste and the testing of cannabis.

Turkey: The re-election of Recep Tayyip Erdoğan to a third term as president, while the People’s Alliance led by his Justice and Development (AKP) party secured a majority in parliament, suggests there is likely to be little change for the hemp sector, as AKP backs the regulation of hemp cultivation and its use for industrial purposes.

Germany: Following the example of his opposite number in Bavaria in criticising the federal plan to legalise recreational cannabis, North Rhine-Westphalia’s health minister Karl-Josef Laumann says he is “fundamentally opposed” to the five-year regional model plan, press reports. Laumann’s spokesperson said the federal government had not yet shown how the plan can be compatible with European and international and law.

Belgium: British American Tobacco (BAT) is to take a challenge to Belgium’s top administrative court, the Council of State, against the royal decree banning nicotine- and cannabinoid-containing pouches, press reports. BAT will argue that health minister Frank Vandenbroucke did not wait for an opinion from the Superior Health Council and did not take into account recent scientific research on the subject before announcing the ban, which is due to come into effect on 1st October.
