23rd May 2024: Finland: Last month, the citizens’ initiative, published in October 2022, which aims for “cannabis to be legal, regulated and taxed” and for the cannabis prohibition law to end in Finland, collected 50,000 signatures and was sent to the parliament. The initiative proposes preparing a law for the legalisation, regulation and taxation of cannabis in the country.
27th March 2024: Finland: The government has recently notified the amendment to the Decree on Psychoactive Substances Prohibited on the Consumer Market to the EU TRIS database. A total of nine new substances will be classified as prohibited psychoactive substances, including tetrahydrocannabiphorol (THCP), hexahydrocannabihexol (HHCH) and delta-8 tetrahydrocannabiphorol (delta-8 THCP).
26th September 2023: Finland: The amendment to a government decree on psychoactive substances banned from the consumer market became effective yesterday, 25th September. Hexahydrocannabiforol (HHC-P), hexahydrocannabinol acetate (HHC-O), and tetrahydrocannabidiol (H4-CBD) are now classified as psychoactive substances banned from the consumer market in Finland.
10th July 2023: Finland: The government has submitted two TRIS notifications to the EU seeking to amend the list of prohibited psychoactive substances. The first notification includes 18 new substances – including hexahydrocannabiphorol (HHCP), hexahydrocannabinol acetate (HHC-O) and hexahydrocannabidiol (H4-CBD) – and the second one includes ten substances, including HHC. The substances on these lists would be classified as psychoactive substances banned from the consumer market.
21st April 2023: Finland: The citizens’ initiative “Cannabis to be legal, regulated and taxed”, published in October 2022, has achieved the necessary 50,000 declarations of support. The initiative proposes to prepare a law that would allow the use, possession, personal cultivation, manufacture and sale of cannabis with age limits. It would create a regulatory system for the production and sale of cannabis and introduce a tax, and also define the difference between intoxicating and non-intoxicating cannabis. After a check of the declarations of support, the initiative will go to the parliament.
9th November 2022: Finland: The government yesterday submitted a TRIS notification to the EU seeking to classify ten new substances as psychoactive substances banned from the consumer market. They include exahydrocannabinol (HHC) and other synthetic cannabinoids, such as ADB-B-5Br-INACA.
21st October 2022: Finland: According to the new citizens’ initiative “Cannabis to be legal, regulated and taxed” published yesterday, the cannabis prohibition law should end in Finland. The initiative proposes to begin the preparation of a law for the legalisation, regulation and taxation of cannabis in Finland. If the initiative collects at least 50,000 declarations of support it can be submitted to the parliament. The initiative has collected almost 8,000 so far.
10th May 2022: Finland: The Finnish government has proposed an amendment to the Act on Narcotic Drugs over the cultivation of industrial hemp. The proposal envisages, among other things, that hemp cultivation should be notified to the Finnish Medicines Agency (Fimea), and the hemp grower should keep a record of the hemp they grow and report it annually to the authority. If adopted, it will come into force on 1st January 2024.
2nd May 2022: Finland: The Parliamentary Committee on Legal Affairs has rejected the citizens' initiative on cannabis use, media reports. The proposal was handed to Parliament in November 2020, based on the successful citizen’s initiative to decriminalise the use, possession and cultivation of cannabis for personal use.
