Regulatory brief: Czech Republic passes unique law on psychoactive substances

On 17th October, president Petr Pavel signed into law an amendment to the Act on Addictive Substances that regulates “psychomodulating substances”, which may include hemp extracts with up to 1% THC, kratom, and perhaps even hexahydrocannabinol (HHC). The new law regulates these substances in the areas of marketing, permitting, labelling, import, and export and will take effect on “the first day of the second calendar month following its promulgation”, though implementing regulations are anticipated.

This short report analyses this new law in detail.
