21st September 2023: Canada: Health Canada published the Canadian Tobacco and Nicotine Survey (CTNS) 2022, which measures the prevalence of cigarette smoking, vaping, cannabis, and alcohol use among Canadians aged 15 and older. The findings are based on nine weeks of data collection from 30th November 2022 to 31st January 2023. The CTNS found that, in 2022, 39.5% (12.7m) of Canadians reported ever smoking cannabis while 10.4% (3.3m) reported smoking cannabis in the past 30 days. 2.3% (3.9m) of respondents reported ever vaping cannabis, and 5.0% (1.6m) reported vaping cannabis in the past 30 days. Consuming edible cannabis in the past 30 days was reported by 6.6% (2.1m).
18th September 2023: Guyana: In a recent interview with the press, minister of agriculture Zulfikar Mustapha said that Guyana will begin trial cultivation of hemp in early 2024, which will mark the first growing season since hemp was legalised with its regulation in August 2022.
15th September 2023: Israel: The Medical Cannabis Unit has published for public consultation a draft table on the categories of medical cannabis products it has approved. The table lists the products, their categories, and their THC, CBD and cannabinol (CBN) concentrations. The consultation ends on 24th September. Israel’s new reform on the use of medical cannabis laid down new rules, with products classified by categories, and published on the Medical Cannabis Unit website, to ensure precise concentration indications to combat high THC consumption and non-medical marketing in Israeli pharmacies.
12th September 2023: Thailand: Newly appointed public health minister Cholnan Srikaew said on 11th September that cannabis will not be reclassified as a narcotic, press reports. He said its medical use will be emphasised, and reiterated that extracts with more than 0.2% THC are already considered narcotics. Additionally, the Supreme Administrative Court dismissed a lawsuit against the previous public health minister that challenged the delisting of cannabis, press reports. Together, these developments indicate that cannabis – along with extracts up to 0.2% THC – is likely to remain off of the country’s narcotics list for the foreseeable future.
8th September 2023: Australia: The Green Party senator David Shoebridge has introduced a bill in Parliament that aims to legalise recreational cannabis. If passed, cannabis would be legal at federal level and the growing of up to six plants per household without a licence would be allowed. The sale of cannabis would also be permitted under a licence. The bill stipulates that an adult who is found in possession of cannabis of a registered strain or in possession of a licence would not be committing an offence. Importation would remain prohibited. The Greens currently hold 11 seats out of 76 in the Senate.
7th September 2023: Argentina: The government has approved the inclusion of hemp seeds and their derivatives in the Food Code, press reports. The inclusion allows the sale of these products as food products.
6th September 2023: Argentina: The president of the Regulatory Agency for the Hemp and Medicinal Cannabis Industry (Ariccame) has sent a formal letter to the president of the National Food Commission requesting the inclusion of all hemp derivatives in the list of permitted food products, press reports. In July 2023, the National Food Commission opened for public consultation a draft decree to include hemp seeds and their derivatives in the Food Act, though derivatives from other parts of the plant were excluded from the scope of the draft decree.
5th September 2023: Costa Rica: The Ministry of Health has issued a warning against the sale and promotion of hemp flowers and other CBD products without public health registration. The authority added that individuals or companies marketing products without public health registration will be subject to administrative and criminal sanctions.
5th September 2023: Suriname: The National Assembly approved the Industrial Hemp Cultivation Act on 1st September, allowing the cultivation of industrial hemp with a maximum THC content of 1%. Hemp cultivation in Suriname will be supervised and checked by the National Institute for Industrial Hemp Cultivation. The Dutch-speaking republic of Suriname is the smallest sovereign state in South America, with a population of about 600,000.
4th September 2023: Thailand: Anutin Charnvirakul, the current minister of public health who will become the minister of interior in the new government, told the media that he is confident that the country's policy towards medical cannabis will not change, as the ruling Pheu Thai party has said that the policy is included in the new government's plan. Anutin added that any potential relisting of cannabis in the narcotics list should be discussed first among the ministries. He contends that the country's current cannabis policy, which he spearheaded, has been beneficial to many people, and its negative aspects have been addressed by regulations.
1st September 2023: Colombia: Bill 001/2023C amending the constitution to legalise recreational cannabis has been approved on its first debate in the First Commission of the Chamber of Representatives by 25 votes in favour and 8 against. The bill, which was introduced in July 2023, will have to go through seven further debates. It is likely to pass since it explicitly bans the advertising and promotion of cannabis, whereas the Senate rejected the previous bill in June because this measure was not included in the final draft. Another bill, which would allow municipalities to collect an excise duty from cannabis, will be processed at the same time, and the two bills will be merged.
