Legal requirements for herbal products with added cannabinoids in Europe – selected countries

Hemp products are sometimes regulated in Europe as a product made of herbs and plants that is intended for smoking. The definition of ‘herbal products for smoking’ refers to ‘a product based on plants, herbs or fruits which contains no tobacco and that can be consumed via a combustion process’ in the EU Tobacco Products Directive (TPD).
