Greece: Market and regulatory data analysis of the cannabis sector

18th January 2024: Greece: The joint decision from the Ministry of Health and the Ministry of Justice to include HHC and its derivatives in the list of prohibited drugs was published yesterday, 17th January 2024, in the Official Gazette. This means that the ban entered into force on that same date.
15th January 2024: Greece: The Ministry of Health has issued a decision that includes HHC and its derivatives in the list of narcotics, press reports. This means that the substance will be banned in the country from the date the decision enters into force, which will be when it is published in the Official Gazette.
7th August 2023: Greece: The National Organisation for Medicines has issued a press release clarifying that it has not approved cannabis seed oil marketed as a food supplement but promoted as having health benefits, and calling on consumers not to use the product.
26th June 2023: Greece: The Ministry of Agriculture has published rules in the Official Gazette pursuant to which the European Union Strategic Plan of the Common Agricultural Policy 2023 - 2027 is implemented into Greek legislation. It increases the maximum THC content allowed in industrial hemp grown in the country from 0.2% to 0.3% and updates the requirements for the licence to grow industrial hemp.
27th April 2023: Greece: The government has issued a Ministerial Decision updating the requirements to apply for marketing authorisation for finished cannabis-containing medicinal products.
19th December 2022: Greece: The State General Chemistry Directorate has recently issued Circular 30/003/000/4434 to notify and inform authorities and all business operators of Commission Regulation (EU) 2022/1393, issued in August 2022 to set new permissible THC levels for hempseed foods and oil across the European Union. These limits, which will start being applicable starting 1st January 2023, have been set at 3 mg/kg for dry products (flour, proteins, seeds, snacks) and 7.5 mg/kg for hempseed oil.
13th April 2022: Greece: Development and investment minister Adonis Georgiadis has said medicinal cannabis will start to be produced in Greece and sold in Greek pharmacies, and that foreigners will also be able to buy it provided they have a doctor's prescription, media reports.
17th March 2022: Greece: Joint Ministerial Decision 27462/2022 entered into force two days ago on 15th March. The decision replaces Joint Ministerial Decision 51483/700 to set out new terms and conditions for the authorisation to cultivate, process, store and transport medicinal cannabis. The new decision lays down the required information to be submitted to the competent authority for the installation approval and the operation approval of the facility, the procedure for each approval, the fee that must be paid (€10,000) for every approval, and the requirements that the facilities must meet.
