US - Virginia: Despite efforts to pass legislation that would establish recreational cannabis sales, the start of Virginia’s retail cannabis market appears to be on hold, with little clarity on when legal sales might begin. Legislation was passed in 2021 with an expected start date for sales of 1st January 2024, but it required the General Assembly to reauthorise certain provisions before sales could begin. Though the legislature has passed several bills aimed at regulating cannabis production and advertising, a regulatory framework for licensing and sales is still needed, and the regular legislative session ended on 25th February.

US - Virginia: Senate Bill 1533, which would allow an additional cultivation site for cannabis pharmaceutical processors in Health Service Area III, has been passed by the House with minor amendments agreed by the Senate, and now awaits the governor’s approval.

US - Virginia: House Bill 1846 was passed by the Senate, with the House agreeing to Senate amendments, and now heads to the governor for final approval. Among other changes to state medical cannabis laws it would place requirements on labelling, product registration, marketing, and advertising.

US - Virginia: Senate Bill 1337 has gone to the governor for final approval after senators agreed to House amendments. The bill would change the state’s medical cannabis laws in several ways, including limiting the total THC concentration in cannabis oil to 10 mg per serving, placing additional requirements on the ways in which practitioners can issue medical cannabis certificates, and regulating the registration, marketing, and advertising of medical cannabis products.

US - Virginia: Senate Bill 788 has been passed by the House and now heads to the governor for final approval. It proposes several changes to the medical cannabis programme, including switching oversight from the Board of Pharmacy to the Cannabis Control Authority and revising requirements for issuing medical cannabis certificates and processing medical cannabis.

US - Virginia: House Bill 2294 has failed in the Senate after being passed by the House last week. It would have made significant changes to the regulation of hemp extracts and products by including all THC isomers (not just delta-9) in its definition of THC for determining thresholds in hemp extracts and products, limiting THC in hemp products to 0.3% and total 2 mg per package, and imposing testing, labelling and packaging requirements for hemp products, among other things.
