- US - Federal: A group of 21 Democratic lawmakers have sent a letter urging the Drug Enforcement Administration (DEA) to “promptly” remove cannabis from the federal government’s list of restricted drugs. The lawmakers noted that 18 months have passed since president Joe Biden directed the US Department of Health and Human Services (HHS) and the US Department of Justice (DOJ) to begin the process of reviewing the status of cannabis as a Schedule I drug under the Controlled Substances Act (CSA). “We trust that the DEA is working as quickly as possible toward a decision on how marijuana is scheduled, as Vice President Kamala Harris recently reassured stakeholders,” the letter says. “We are also hopeful that the DEA will not make the unprecedented choice to disagree with HHS’s medical finding that a drug does not belong in Schedule I.”

- Ukraine: The Ministry of Health has published for public discussion the draft order seeking to amend some of the ministry’s normative legal acts regarding the introduction of e-prescriptions for medicinal cannabis products, media reports. Comments and suggestions are accepted within 30 days in electronic form at: o.v.hritsenko@moz.gov.ua.

- US - Minnesota: House File (HF) 4757 has been passed by the House and now goes to the Senate. The bill would accelerate the transition of the medical cannabis and hemp-derived enforcement divisions to the purview of the Office of Cannabis Management (OCM) purview by 1st July of this year. The bill would also introduce some changes related to testing and licensing requirements.

Israel: The Medical Cannabis Unit has updated Procedure 110, which sets out guidelines for the process of approving medical cannabis export licence applications. To get a licence, exporters are now required to obtain an “export permit” from the Customs Administration as well as an “export licence of dangerous drugs” from the Import-Export Department at the Medical Cannabis Unit by email to import-export.yakar@moh.gov.il.

- US - Kentucky: House Bill (HB) 829 has been signed by the governor. The bill will introduce some amendments to medical cannabis regulation, including registration and reporting requirements. HB 829 will also prohibit vaping cannabis on any form of public transport, in any public place, or in any form of public accommodation.

- Slovenia: Yesterday, 17th April, the parliament approved the governmental proposal to launch a public referendum on whether the country should allow the cultivation and processing of cannabis for medical purposes and whether it should allow the cultivation and possession of cannabis for limited personal use, press reports. The date of the referendum was not agreed upon; the ruling Freedom Movement party wants it on the day of the European Parliament elections (9th June), but some other parties in the coalition disagree.

- Slovenia: Today, the Parliamentary Committee on Health approved the proposal from the ruling party Freedom Movement to launch a referendum asking Slovenian citizens whether the country should allow the cultivation and processing of cannabis for medical purposes and whether it should allow the cultivation and possession of cannabis for limited personal use, press reports. The proposal is now awaiting the debate in plenary.

- New Zealand: ANTG Luna Oil THC 10 CBD 10 oral liquid has been verified by the Medical Cannabis Agency as meeting the minimum quality standard required to be supplied in New Zealand.

- Germany: The Federal Institute for Drugs and Medical Devices (BfArM) has updated the forms for retailers and manufacturers of medical cannabis in accordance with the Medical Cannabis Act, which entered into force on 1st April 2024. Cannabis flowers, extracts, dronabinol, delta-9 THC and preparations made from these substances are now subject to the Medical Cannabis Act. However, medicines containing nabilone are still subject to the regulations of the Narcotic Act.

- Malawi: Last week, Parliament passed private members’ bill 1 of 2024: Cannabis Regulation Amendment, which allows for the regulation of locally produced cannabis. It is not clear for what purposes, but CannIntelligence understands it is for medical and industrial purposes. Speaker of the House Richard Chimwendo clarified that the bill does not allow for the cultivation of cannabis without a licence and that being found in possession of cannabis remains an offence. No further details of the bill were given. The bill still needs to be assented to by the president.
