- US - Federal: Democrats on the Senate Agriculture, Nutrition, and Forestry Committee, who hold the majority, have released their summary of proposals for the next Farm Bill. In the section addressing hemp, the summary notes defining “industrial hemp” to lower “regulatory barriers for farmers who are growing industrial hemp for grain and fiber” and eliminating the prohibition on “persons who were previously convicted of a felony relating to a controlled substance from participating in the program or producing hemp”. Notably, the summary does not include amending the hemp definition to prohibit deriving intoxicating cannabinoids from hemp.

- US - Georgia: Senate Bill (SB) 494 has been signed into law by governor Brian Kemp, press reports. SB 494 amends Georgia’s hemp law in several significant ways. It prohibits the sale of hemp products to anyone under the age of 21 and prohibits the sale of hemp flowers and leaves, regardless of the THC concentration. The new law also requires post-decarboxylation testing to calculate total THC, thus effectively prohibiting THCA products.

- US - Connecticut: House Bill (HB) 5150 has been passed by the House and heads to the Senate. HB 5150 would make several amendments to Connecticut’s cannabis law, including prohibiting hemp-derived beverages from containing more than 2.5 mg of total THC (which includes all THC isomers) in a container of 12 oz or more.

- Germany: Two associations – the German Cannabis Business Association and the German Hemp Association – have allegedly received a request from the Federal Ministry of Food and Agriculture (BMEL) to comment on the Consumer Cannabis Science Competence Ordinance draft bill. The draft establishes the Federal Office for Agriculture and Food (BLE) as the responsible authority for the possession, cultivation, production, handling, import and export of recreational cannabis for scientific purposes. According to the associations, this could be the first step of the second pillar of the government’s plan to liberalise recreational cannabis, which would introduce regional pilot projects with commercial supply chains.

- Turkey: The General Directorate of Plant Production of the Ministry of Agriculture and Forestry has approved hemp cultivation in the province of Konya, according to press reports. Hemp cultivation is now allowed in 20 out of 81 Turkish provinces.

- US - Louisiana: House Bill (HB) 952 has been passed by the House and now heads to the Senate. HB 952 would regulate consumable hemp products and would only allow one serving per container for THC products. According to the bill, a consumable hemp product must not exceed “a total delta-9-tetrahydrocannabinol concentration of three-tenths of one percent or a total concentration of THC compounds of one percent”. The measure would set the purchasing age at 21 and require manufacturers to test every batch of consumable hemp products.

- Lithuania: The amendment initiated by the Ministry of Economy and Innovation to change the regulation of the cultivation and processing of fibre hemp will be submitted to the Seimas (parliament) on Thursday (25th April), media reports. The proposed changes seek to specify that the maximum THC content of exported fibre hemp products is determined according to the requirements of the export country. It is also proposed that the conditions for the cultivation of fibre hemp in open and closed soil be regulated and laboratory testing requirements for fibre hemp products be relaxed.

- Turkey: In an official letter to the minister of agriculture and forestry, the president of the Chamber of Agriculture in Karaman province, Mehmet Bayram, urged the ministry to amend the Regulation on Hemp Farming and Control and legalise hemp cultivation in Karaman, press reports. Currently, hemp cultivation is allowed in only 19 out of 81 Turkish provinces.

- US - Missouri: In response to concerns over the safety of certain hemp products, Missouri attorney general Andrew Bailey has launched a consumer protection investigation. His office has issued civil investigative demands (CIDs) to a handful of businesses, with two targeting hemp manufacturers and retailers alleging that the companies may have engaged in illegal means to market and sell these products to Missourians. “This investigation will inquire into the activities and representations of certain sellers in connection with the manufacturing, sale, marketing, advertisement, promotion, and/or distribution of products containing CBD, Delta-8, and Delta-9 THC,” the CID reads. Bailey believes that these companies have used deception, fraud, false promise, misrepresentation and unfair practice in connection with the sale or advertisement of CBD and delta-8 and delta-9 THC products.

- US - Minnesota: House File (HF) 4757 has been passed by the House and now goes to the Senate. The bill would accelerate the transition of the medical cannabis and hemp-derived enforcement divisions to the purview of the Office of Cannabis Management (OCM) purview by 1st July of this year. The bill would also introduce some changes related to testing and licensing requirements.

- US - Oklahoma: House Bill 3011 has been passed by the Senate and now goes to the governor. HB 3011 would modify the requirements for the selling of industrial hemp grain and other industrial hemp derivatives and provide a timeline for harvesting after sample collection. It would further modify the causes to deny, revoke or suspend a licence.
