CBD is not a scheduled substance in Belgium, so its intended use determines whether or not it is legal. CBD in vapour products is currently unregulated in Belgium, but CBD in nicotine-containing vapour products is considered illegal.

Hemp flower legal as long as it contains no more than 0.2% THC. Possession and consumption of cannabis for recreational use is decriminalised. Cannabis cannot be cultivated for medical purposes, but there are some approved cannabis-containing pharmaceuticals made with imported cannabis.
