- US - Federal: Federal authorities have made little progress implementing the Medical Marijuana and Cannabidiol Research Expansion Act, which was enacted in December 2022, to the dismay of the bill’s sponsors, press reports. The Department of Health and Human Services (HHS) was required to submit a report within a year of the bill’s passage on the potential health benefits of cannabis, but that deadline has passed without any response from the HHS. “It’s embarrassing,” said Democratic member of the House Earl Blumenauer, one of the bill’s sponsors. “I’ve seen no evidence that they’re at work to make this research go much more smoothly.”

Ukraine: On Tuesday (30th April), the Ministry of Health published for public consultation the draft resolution regarding the procedure for purchasing seeds of cannabis plants for medical purposes. This resolution seeks to implement law 3528-IX (on medical cannabis) that will enter into force on 16th August 2024. Ukraine: Last week, the Ministry of Health published for public consultation the draft resolution regarding the approval of the regulation on the electronic information system of accounting for grown medical cannabis plants and products of their processing. This resolution seeks to implement law 3528-IX (on medical cannabis) that will enter into force on 16th August 2024. - Ukraine: The Cabinet of Ministers has approved the resolution seeking to amend the List of Narcotic Drugs, Psychotropic Substances and Precursors, media reports. It reschedules cannabis, cannabis resin, extracts and tinctures as well as THC (its following isomers and their stereochemical variants) from List 1 to List 2. It also excludes from List 2 psychotropic substances such as “dronabinol”, “nabilone” (a synthetic cannabinoid that mimics the effect of THC) and “nabiximols” (a standardised cannabis extract with the same content of THC and cannabidiol). In addition, it increases the permitted THC content for industrial hemp from 0.08% to 0.3%. This resolution was adopted to implement law 3528-IX (on medical cannabis), which will enter into force on 16th August 2024.

- US - Maryland: House Bill (HB) 253 has been signed by the governor and will amend the Cannabis Reform Act. HB 253 will clarify the possession limits for qualifying patients, restricting them to the amount of medical cannabis authorised in their written certification. The bill will authorise processors to supply cannabis to licensees and independent testing labs, while increasing annual processing limits. The bill will further establish expanded advertising regulations.

- US - Maryland: House Bill (HB) 805 has been signed by the governor. HB 805 will allow local governments to increase the 1,000 ft distance between cannabis dispensaries up to 2,000 ft. It also requires the Maryland Cannabis Administration to consider geographic distribution when giving licences, and it would allow the public to protest new dispensary locations.

- US - Federal: A group of 21 Democratic lawmakers have sent a letter urging the Drug Enforcement Administration (DEA) to “promptly” remove cannabis from the federal government’s list of restricted drugs. The lawmakers noted that 18 months have passed since president Joe Biden directed the US Department of Health and Human Services (HHS) and the US Department of Justice (DOJ) to begin the process of reviewing the status of cannabis as a Schedule I drug under the Controlled Substances Act (CSA). “We trust that the DEA is working as quickly as possible toward a decision on how marijuana is scheduled, as Vice President Kamala Harris recently reassured stakeholders,” the letter says. “We are also hopeful that the DEA will not make the unprecedented choice to disagree with HHS’s medical finding that a drug does not belong in Schedule I.”
